Pensioners in Scotland have escaped the proposed cuts to the winter fuel allowance in England because it’s colder north of the border. 

The Conservative manifesto set out plans yesterday to begin means-testing winter fuel payments. 

The money saved from means-testing the annual heating handout, worth up to £300, will be used to help close the £2.8 billion social care funding gap. 

However, the Tories Scottish manifesto states:
